add addresses to the allowlist

Add addresses to the allowlist. Changes apply within about 10 seconds; nothing restarts.

Usage​

csph db public allow <name|id> <ip-or-cidr>... [flags]

confirm allowing 0.0.0.0/0 or ::/0
